Gears of War: E-Day anchors Xbox's September 15 Game Pass announcement, but its October 6 arrival is not a benefit of every plan. The useful distinction is between a new release entering Ultimate and PC Game Pass and an existing game expanding into Premium.
The dates that change a subscription decision

Premium additions follow a separate path: Marvel Cosmic Invasion on September 16, Ninja Gaiden 4 on September 17, Call of Duty: Black Ops 6 on September 25, and Keeper on October 2. Those dates describe a tier expansion, not each game's first appearance on the service.
Plan a group's access before its download
For friends choosing their next campaign, a shared subscription label is not enough. A Premium subscriber can have a different September calendar from an Ultimate subscriber. Choosing the game first and checking every participant's entitlement second is an easy way to discover that a planned evening requires an unplanned purchase.
Xbox lists E-Day for Series X|S, PC, cloud and handheld; the handheld label denotes optimization, not another ownership license. Its origin-story premise offers a chronological entry point, but says nothing by itself about whether a newcomer will enjoy the campaign.
Atomfall, Sifu and Little Nightmares 2 Enhanced Edition are among the announced September 30 departures. For someone already midway through one of them, finishing an existing campaign may be more useful than immediately starting the next arrival. That is a time-budget choice, not a recommendation to upgrade a plan merely because a recognizable title is coming.
